paypal -partial refund - can it be reversed?

I bought an item on ebay and item was not as described. Seller quick to sort problem and has issued me with a partial refund. Paypal has said it will take 5-7 working days to clear. Can the seller reverse it? When should I leave feedback? When it clears?

No, they can't claw it back once they've sent it (assuming they sent it as a refund, and not a payment.Can the money be reversed on paypal by the seller?
I'm a bit confused why it's taking 5-7 days, refunds are normally instant, and if the seller's not got the funds they go into a negative balance to allow the refund to go through immediately.Back on MSE after a 5 year hiatus.
