I'm in Scotland so rules may vary but I definately know someone who is getting the 1 bed rate LHA and he gets low care, high mobility DLA. Reason for him not being able to share was that he has continence problems and needs to self catheterise which he shouldn't have to do when sharing with a stranger. I know, he could do it in his own room/ in the bathroom with the door locked but North Lanarkshire Council definately give him 1 bed LHA for it.0
