Visual description of Ebay items

I recently bought two nokia 7600 covers from Ebay. The picture showed both covers having keypads, however the description didn't mention anything about keypads and just said 2 brand new nokia covers for sale.
Now I bid on this item because of the fact that the covers would include the keypads as per the picture the seller had uploaded.
You can obviously expect the shock when I got the covers today without any keypads. Isn't the whole point of putting up pictures on Ebay to give a visual description of the goods for sale?
The picture in addition to the description forms the full description of the item available for sale, am I right in assuming this?
I have e-mailed the seller but he's telling me that the description didn't indicate keypads were included.
What should I do? File a paypal claim and say goods were incomplete? Would this be justified on the basis of the visual description?

I'd be very miffed if the item didn't resemble the photograph, as you say, that's the WHOLE point of having (and invariably paying for) a photograph.

Exactly, thank you! That's also what i thought .. I mean it is just wrong.

And this is the reply I got from him:
"SORRY BUT IT DID-NOT STATE THAT THEY WHERE COMPLEAT WITH KEYPADS THAT IS WHY THEY THEY WHERE ONLY £1.50
ANY 2 BRAND NEW NOKIA 7600 COVER FOR ONLY £1.50 PLUS P/P"
I mean how am I suppossed to figure out his pricing schemes and know what is included and what is not included!
And I just got another e-mail:
"O/K I AM SORRY THE 2 IN THE PICTURE DO HAVE KEYPADS BUT I HAVE SOLD OUT OF THAT MAKE I ONLY HAVE THE ONES I SENT YOU SO IT IS MY FAULT HAVE HAVE MY HEAD UP MY ARS IF YOU WOULD LIKE TO SEND THEM BACK I WILL REFUND YOUR MONEY NO PROBLEM"
Well, nice of him to admit it now; could have avoided all this mess if he had mentioned this on the auction before.
I have a feeling he won't refund the total amount I gave him if I send back the covers, what is the best way to make sure he refunds the full amount?0 -
Unless the text description makes it clear that the item differs from the photograph, you have a very good case for a refund, but will probably have to return the item at your own expense.
P.S. you posted while I was typing that, so I didn't see the bit about the more recent e-mail. I'd e-mail back asking nicely for confirmation that the refund will be for the full amount paid, i.e. including postage.0 -

Well, jus did that and got back a confirmation saying that he would refund the full amount. Thanks for the help, all of ya!0
