if you are a pensioner and claiming HB for a council property and there is a service charge added on is this included for HB purposes as it would be £70 per week

my mum has bid on a council sheltered housing flat and is no 1 on the list at the moment, but it says £62 service charge and £8 support charge.
it has communal gardening and washing lines and has warden support but it doensnt say what the service charge is for0 -
Support Charges are not paid by HB, but most service charges for communal areas will be.0
