Have you considered that he could have mental health problems? Most people who choose to live a reclusive lifestyle do so for a reason.
Maybe you could put a note through the door offering to help with the garden? Whatever you do, please tread carefully - if he is poorly, if he feels anyone is invading his space (and his perception of this may be very different to yours), that could make him more ill.
Does he have any visitors?
yes, I think this may be the case, he is young and physically healthy I have seen him a couple of times coming out at night carrying boxes or something, so its not like he's too poorly or anything. this is why I am reluctant to just sort some of it out myself. I don't know how he might react. I have knocked on his door to take round post but he never answers. Yo're right about treading carefully I surely dont want to upset him.
I would however like to sell my house next year and I'm afraid noone will buy it because of him. When we bought it it wasn't nearly as bad...

Speak to your local Councillor about raising a 'untidy land issue'. We run this down here but I must admit it is not a fix in a week and may take months.
Speak to your local age concern group or even the C.A.B as he might not be getting all the help he needs.

I don't think there's much you can do apart from cutting anything that overhangs your garden. If you think the house is so bad that there may be infestations, contact your local Council for advice.
