Can a provate landlord keep a tenants deposit due to substandard council workmanship?

I would think the landlord can retain the deposit his contract is with the tenant not the council. It would be up to your friend to take up the damage with the council.0

Ta guys. Guess we'll have to see what the council say to my friend being out of pocket due to their workmen. I think she still has the e-mails, at least, she was copied in.

At £150 it sounds like the landlord is being pretty reasonable. Some would have gone for a much bigger amount.0

My thought is that because the consent for the work was requested by the council and there was a proviso in the consent that the work is made good, the Landlord's first recourse is to the council and his second to the tenant's deposit.Hi, we’ve had to remove your signature. Yep, no complaints about him, he's been very decent (having had less scrupulous landlords myself in the past), and my friends have no desire to see him out of pocket. They've already agreed on other what other things need to come out of the deposit, they just wondered if the council should really be stumping up the cash for these particular items, not them.
