Remember; the EPC has not been kept (or introduced for that matter) because the government thinks they are beneficial to the housing market, or promotion of green issues, it is because we are obliged to have them (or similar) in place to satisfy Directive 2002/91/EC (Energy Performance of Buildings) which mandates we have some form of standardised assesment of the country's housing stock.
