Managed to get the piccie of the 'parent' tree. Will post it tomorrow morn as I'm off to bed now. Neighbour was adament that it was a cutting he took from this tree, and now I've looked at his closer, I can see the blue flowers too."Your life is what your thoughts make it"

Yes, I can state categorically and with no fear of contradiction that you have a tree. Or possibly an overgrown shrub.
If it's a blue flowered Ceonthus then I'm the captain of England's World Cup Squad.

My money's on ceanothus. Especially from the tree 3 piccie.0

It's a cotoneaster for sure. It should be getting flower buds on it soon, although it only flowers on wood that's two years old. It'll have berries on it in the autumn.
The reason I know....I've just planted three cotoneaster cornubia trees in my back garden, plus some low growing Cotoneaster dammeri 'Bearberry' and four cotoneaster horizontalis! Which species yours is I'm not sure - you can get small ones, low growing ones and ones that grow as trees, like my Cornubia's. If it's one of these it'll grow 5mts tall by 5mts across. However it looks like a Cotoneaster dammeri 'Bearberry' to me a low growing form. The neighbour's plant can't be a cotoneaster if it has blue flowers but I still think the OP's plant is one.0
