I use Outlook Express for my email, by mistake I have deleted all my messages but they are still archived on the Gmail site. How do I set the Google site to allow me to re-download the messages.

Then try deleting the account from outlook (assuming you have nothing in it you want to keep) and adding the account again from scratch.
Seeing as it is Outlook Express you are using, you should try using Windows Live Mail and the gmail account in that. http://download.live.com/wlmail0 -
Just use the website version of Gmail, it's very powerful and you don't need to be connected to the internet to use it.0

Iwould like to continue using my Outlook Express, so far as deleting and starting again I segregated my messages into folders of sent and received, it is only the received I have lost or deleted.
Is there no option on the Google site that will allow me to resend.Change is here to stay0 -

If you go to gmail web, go to settings and Forwarding and POP/IMAP tab. Select IMAP and set up a new account with the IMAP settings as it says on the site.
Windows Live Mail is next version up of outlook express. If you are willing to try the above, you might as well do it using windows live mail.0 -
I agree that IMAP is the way to go, but he should be aware of that the next time he "accidentally" deletes his email they're gone for good.0 -
You should delete the account from Outlook first.
The go to your Gmail settings and click "Forwarding and POP/IMAP." Ensure you have checked the option "Enable POP for all mail (even mail that's already been downloaded)".
Then go back to Outlook and add the account again. This will re-download all the mail you have in your Gmail account.0
