Car recovery scheme without a premium

Don't know if anyone else has seen it but theres a new car recovery scheme that isnt insurance and doesnt cost anything up front but you pay a much lower price when you need to be recovered.:jseems a windscreen badge has been handed out by some football clubs to their supporters.I heard from one at Huddersfield. Sounded like a good idea without paying the annual premiums to the normal clubs.
Anyone know who is issuing them?

From the perspective of the company providing the service, how would that every be a viable business?
