parking ticket- is this fair?

i would like some advice please

in january the car park next to my workplace was totally free and cars parked in the lined areas and along the side of the boundary hedge.

one day without any formal notice the local council ,who seem to have taken over ownership of this car park ,erected a sign which in the small print stated there would be a penalty for parking outwith the lined area.

no one was informed of this change so i among many others were apparently issued with a ticket- i was aware of something under my wiper only when it fell off as i was driving and was never seen again.

can councils just change the rules without informing anyone?

will the fact that the charge for illegal parking was only put on the parking sign after my ticket was issued be of use to me ie their fault for not displaying penalty costs?

do you think my appeal has a chance? the fact that hardly a car has been caught out since then yet on the day in question there may have been thirty plus cars ticketed kindof proves that no-one knew beforehand.

all advice much appreciated!!
