It may well be the number of lessons that is attracting the charge. My daughters school provides three lessons per year group, from years 3-5 only.
I note that some posters have also said that swimming is free in their area for under 16's. This is true in our area but only for certain pools. Charges may also be applied where an instructor is taking the lessons, rather than the class teacher. So many variables.0
