This situation may have resulted from the equivocal reply to the legal requirement to identify the driver at the time of the alleged offence. AIUI the offer of speed awareness courses remains discretionary.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Not sure who was driving? Yes it's discretionary, not available in all areas and there are different versions. I can see why they wouldn't offer it, they'd say no point in potentially giving it to wrong person.
