    look at the user name, lots of myths come from students, including the ever hysterical one, "that students don't pay tax"

    I think the 28 days probably just comes from the fact that many agencies/organisations have a 'we'll try to reply within 28 days...' promise though I don't think the HMRC do.
    As for contacting your MP, though they can try to chivvy it along, any complaint they make on your behalf will only be forwarded to the Parlimentary Ombudsman if you have already gone through the other stages of the complaints procedure: Complain to the tax office you deal with, if you're not happy with their response you can complain you can request it to be reviewed - this goes to a different complaints handler. If you are still not happy you can ask for your complaint to go to the independent Adjudicator. Only after you've received their response and are still unhappy will any complaint via your MP actually make a difference.

    Just spoke to my mum - she's a complaints handler at the level around the adjudicator. She said that at the moment it appears to be taking around six weeks to calculate and authorise payments.

    I'm pretty sure there used to be a set turnaround time to answer queries, possibly when the taxpayer's charter was introduced in 1986?

    I haven't seen any recent guidance on this though, current practice seems to be "when we are ready".

    It used to be 15 working days but that went out the window when the powers that be decided it was more efficient to have bits of work done in one office and other bits in other offices, effectively doing away with whole case working.

    Similar situation here. 6k owed to me which they have verbally confirmed. I have been chasing for 12 months with a phone call chasing every 2 weeks. current time between receipt and review of any correspondence is 8-12 weeks, even if all you send is evidence they requested. Have had mine escalated and am anticipating payment in 6 weeks.

    The taxpayers charter referred to the Inland Revenue, which no longer exists since the merger with Customs.

    The provisions are therefore unenforceable.

    Finally got my refund back after all this hassle. Hopefully I won't have to deal with them again for a while :)
