Ceiling falling down!!

Well, I'm not quite sure if my ceiling is falling down, certainly looks that way tho! A few years back my little bro put his foot through the loft hence a big hole in the ceiling, no one ever occupied this room so wasn't a problem. However, I am now wanting to redecorate this room and there is obv no point in doing so without getting the ceiling done first. Its not just this hole, the ceiling has smaller holes over it and certain parts seem to be just about ready to give way.

There are no problems with any other ceilings in my house. My mum phoned the council and they came out to look at it and said there was no chance they could fix it cos people are not supposed to walk on the floor bit in the loft, only on the beams, hence we have to fork out for the damage.

Getting to the main point of this, (phew!! lol), is it right that the council can refuse to fix this, even with the rest of the ceiling in nowhere near perfect condition without someone falling through it and if so, how much roughly am i looking at to get it repaired?? It does look like it needs a whole new ceiling, don't even know if thats poss but can't imagine how else it can be fixed.

    you could just plaster board over it but if it looks like its dcoming down it will probably ... be coming down. I dont think the council can refused based on the hole as this was some time ago by the sound of it and probably hasnt caused the ceiling to come down I think its there responcibility to repair it but someone with more knowledge may be able to advise.
    If it doesnt pay rent sell it.

    Depending on the size of it ,but at 10 foot square you are looking at between 200 to 300 quid to reboard and skim it.

    It doesnt necassarily have to be pulled down it is easier cheaper and much cleaner to over board it, by screwing right through the old ceiling into the joists
