Spainish PAYG

My parents live in Spain and currently use have Spainish Vodafone PAYG, I would like to get my dad an Iphone, PAYG but I am confused.

I was told that Iphone is contract only in Spain - and can't find a English website to verify this, I don't speak Spanish so can't make head or tail of the Apple Spainish website.

I have also looked at Movistar (Spainish 02) who seem to carry the Iphone in Spain and again, can't make head or tail.

Someone suggested buying an 02 PAYG phone here and using a Movistar sim in Spain - I don't think this will work unless I jailbreak the phone, I know someone who can do this but I don't want to do that, as is a gift and will freak my technophob dad out and I will want him to get necessary updates.

I can get someone I know to purchase the iphone in Spain if they do a PAYG, but would like so info on cost etc. Just want basic 8G model.

Can you also reset the language to English - I can obviously change mine to other languages , so I guess this is easy to do on a Spainish model.
