Problem with NHBC claim

I wasn't sure where to put this so please move it if I've put it in the wrong place. This is long-winded so please bear with me as I'm sure someone will know what I should do.
I moved into a Persimmon home last year which was built in 1998 and has a few years remaining on the NHBC guarantee. Since then we have had quite a few problems...
1) Brick fronts falling off - We have copies of correspondence given by the previous owners from when Persimmon came and replaced some of the bricks as they were of inferior quality and suffered frost damage. They did this with all the houses on the estate. Over the last winter more brick fronts fell off our house. Since then this has been sorted out by Persimmon on next door but one's house when a whole gable end was replaced.
2) Mortar falling from the eaves - It is a known problem with the neighbours that when the houses were built, too much dye was mixed in with the mortar which has resulted in it being too soft. So large lumps of mortar have been falling from the roof tiles. Next door but one (the same one as before) has had his roof tiles replaced under his NHBC policy.
3) Soft pointing - Again, this problem exists with all the neighbours. The pointing between the bricks is soft and can be rubbed away. The pointing has been replaced by the same next door but one neighbour and another across the road - both under their NHBC policy.
So we have contacted the NHBC with regard to making a claim and have been told that these things aren't covered. When asked why the neighbours (in exactly the same houses) were covered, they suggested maybe they had a different policy.
Persimmon aren't interested in replacing more bricks and have told us to contact NHBC.
My question: What can I do to fight this? I don't want to just go away as these problems wouldn't exist on the house if it had been done properly in the first place. I don't mind paying to repair general wear and tear, but I don't see why we should have to pay out for their shoddiness when it was supposed to be this great thing that there was an NHBC guarantee on it. But although I'm being told to refer to the policy, I can't make head nor tail of it. Is there someone I could go to that would help me argue the toss?
Hopefully someone will be able to point me in the right direction.
