rasberry plant bent stem problem

Snip off the broken bit. Ideally, you need to cut just above any buds that may be starting to swell further down the raspberry cane.
If there are no buds yet and if the cane is bent rather than broken then you can leave it alone. It will take more than a bend in the stem to put a raspberry down .
The other thing I'd do would be to soak it in a bucket of water for a couple of hours and plant it into its permanent position as soon as you are able.
