As I think we can be fairly certain that this fine isn't actually yours (if you've never owned a car then that's a pretty good indicator
)
I would contact them by recorded mail and ask for which vehicle this was. Make clear that you do not and have never owned a vehicle and ask them to explain why it is you they are contacting. Don't forget it could be someone other than your lodger with the same name as you
Your lodger could be entirely blamefree
(could... probably isn't BUT you never know) If they merely have the wrong Jane Doe then fair enough they should be easy to get shot off
They after all have to prove that YOU owe the debt, you don't have to prove you don't. If they are chasing a debt in someone elses name but asking you for the cash be cause you lived at the same address as the cars registered keeper at the time. Do communicate with them but by recorded letter only! Keep copies of everything
