Can I move Bluebells to under a pear tree?

Bluebells are a bit temperamental but it is possible to do it. Dig them out with a big chunk of the earth around them, rather than just the plants themselves, then dig a similar sized chunk out from where you want to put them. This can then be put in the hole the bluebells came out of!0

As long as you don't damage the trees roots when you dig a hole, it should be fine.0

I have bluebells under my apple tree and they get along just fine, the bluebells spread but are shallow in comparison to the tree roots0
