appeals on refusal of planning permission: how long a wait?

Our landlord has applied for planning permission for a roof terrace and then will sell the flat. If planning permission is refused, council say you appeal to the secretary of state office in Bristol but that they have no idea how long this takes and they wouldn't give any details on who to contact there.
No roof terrace, not very interested in the flat as want outside space. But would be so great not to move!
The local council planners say they will take 8 weeks to decide; they said that if they refuse, Bristol 'may' take 9 months to a year to approve the appeal (or reject) but that they didn't know (end of conversation!).
Does anyone know who to contact in Bristol? (all we know is 'secretary of state' and Bristol ) - and how to find out if there is any such thing as a educated guess on timing for appeals - and also to speak to them there in principle about the roof terrace issue.
The owner of the flat is 100% convinced he will win in the end as there are other roof terraces in the area, but he won't tell us how long the whole procedure may take.
Is there any record of an appeal being very quick? ie days or weeks?
