Nissan Micra Ignition Barrel Recall

Hi All
Friend has a Micra 53 plate which has had an ignition barrel fitted by Nissan after it went faulty, they fixed it free as there had been a recall on the barrels, this was a couple of years ago.
The ignition barrel has again gone, this time its ruined the starter as it was engaging as driving.
Our question is should the barrel again be replaced by Nissan or does she have to pay?
Also should she be expected to pay for the starter?
Any advice would be brilliant
