                    So the person who was meant to be paying the bill never did while he was living at address, we kept getting bills and eventually had to go on pre-pay meters, now this person hasn't live at address since September but still 'claims' to be at the address. The gas debt was put on the meter and we paid it off, bills kept coming for the electric and we were told by said person that it had been sorted out. No it hasn't now £124 will be put on the meter to be paid back £15 a week!!! We can't afford this and no idea if or when said person will even try to contact Scottish Power.
Can I contact them via email to sort something out? reduce the weekly amount etc

 I would recommend that you seek advice from an organisation called Consumer Direct; they are part of the Office of Fair Trading.

 It may also be worth keeping a note of all the conversations you have with the company.

            Can you explain it better it feels like several posts above you are missing.
 Who is said person, a tenant, flatmate, family?
 Were you living in the address at the time the debt was run up?
 Are you all on shared names on the utility bills, directly liable are only those named however if you all paid them and they pocketed the cash you can threat court action to recover your funds to pay your share of the bill.Although no trees were harmed during the creation of this post, a large number of electrons were greatly inconvenienced.
