Virus masquerading as anti virus software

Hi, I hope someone can help. I've just had a panicked phone call from my dad saying he tried to switch his computer on today, and got a screen which said "virusprotector" on it. It scanned his computer then produced a screen saying he had viruses, and asked for credit card details etc.

He's in his 80s and v. worried, realises he must have downloaded or double clicked something he shouldn't have, and wants me to come and take a look at it. He's tried safe mode etc, but is getting nowhere.

Can anyone advise me on how to help him out? I've got rid of viruses etc before, but wondered if this was a common one, and if there was something I could download on a memory stick to plug in and get rid of it.

    He uses AVG free, but can't get access to the internet. Just this credit card screen. He's tried running a scan in safe mode but it wouldn't start.
