Strange noise on line

Hi all,
I have a Virgin home phone, I've had it in a month but only tried using it this week. It works but there's no dial tone, instead of a dial tone it makes the intermittent noise you get when you leave the phone off the hook, I think it might be the same noise when a line has been disconnected (maybe I watch too many horror movies!
)
I've spoken to Virgin and they've booked an engineer to come up, but that just seems like their automatic answer to any problem and it seems like a lot of hassle if it's an easy problem to fix.
I've tried using a couple of different phones and the problem's the same, like I said the line works but it just has this strange noise.
Any suggestions?

Sounds to me like one of three things:
Faulty Krone strip in the Cab.
Faulty or unseated Line Card in the Mux
Installer has Krone'd E or D side incorrectly in either the Mux or the DP (Street Cab)
My money's on the third one.Whatever it is,you need an Service Engineer out to identify & fix the fault.As it was installed last week,then if it's within 7 days,then it'll go down as a 7 day fail against the install crew.Again,with the Service Enginner,it's in his interest to get it fixed first time or he'll get a repeat fault,(well,both of those were in my day anyway!)
In the meantime,remove the front faceplate from the CTE5 Master Socket & plug your phone into the test socket behind & see if it's still the same.

Thanks Spike for your very accurate answer (don't really understand it but it is exactly what I asked for)
I don't know when the box was installed, the line was just switched on a month ago but the box is a telewest one so I guess it's been there a few years.
I'll just wait for the engineer to do his thing. In the meantime I'll try your suggestion of trying behind the faceplate out of curiosity.0
