I am over my agreed limit on my overdraft and have been charged by the bank, which is fair enough as it is unplanned, yet they have taken two further payments out from my unplanned overdraft, one for last months charges and one for the charge of my plus account £12.95, are they allowed to do this?

Yes, they are. It's an odd quirk that any other payee might have had the £12.95 declined, but as it's the bank, uniquely they can "pay themselves" and pop it on your account ledger.0
