Where do I stand on this mk2?

Hi everyone!
I need some more advice form you all. A seller has just sent an item I won by blooming Citylink instead of Royal Mail first class. He did not even bother to tell me. The listing stated RM first class BTW also. I missed one delivery at 3pm yesterday already and I cannot be here the whole today either at home.
I could not get it redelivered on another day as I got home to late and their offices were shut!!:(
I e-mailed the bloke and he said that if I could not get a redelivery I would have to go to their depot! What cheek! I do not have a car and it would cost more than the item value to get a taxi. Unlike RM their depots are in the middle of industrial estates to cut down costs
On top of that it took me over a week to get a full address out of him to send my payment to him(he does not accept Paypal!).
Can I claim with Ebay since the delivery method was not the one advertised??
Would they see it as "item not as described"??
BTW the item is less than 15 quid in value

No point doing an ebay claim for anything as that costs £15, so basically you are totally reliant on the seller to help you with this one.
