    ESTA at the moment does not replace the green visa waiver form(I-95W) although it will eventually.

    At least one airport(Philadelphia) does not require the I-95W - or it didn't last week; but others still want it completed.

    The US immigration authorities have no routine access to UK CRO records so they wouldn't know if anyone had a criminal record unless UK authorities knew someone was on a flight and had reason to tell the USA.

    The US Immigration authorities don't need a firm reason to refuse entry. Suspicion that the person does not meet the entry criteria is sufficient.

    LA too...when we flew to Vegas via LA at the beginning of April we were told LA was the only US airport for which the green form was no longer required...so it looks like that's already changed if Philly doesn't require it anymore.

    A bit of a PITA for us as while we arrived via LAX we departed the US via Chicago where the green form is still required, so it was a bit of a hassle at the departure gate at Chicago as my husband had no green form them to collect. Eventually it got sorted out.
    Does remembering a time that a certain degree of personal responsibility was more or less standard means that I am officially old?
