No, it means that Admiral have recovered their outlay (which doesn't include the excess).

So the Admiral and the TP company argue about who’s fault it was and when the TP company admits fault Admiral deliberately exclude the policy holders excess & only recover their share of the costs leaving the policy holder (or their accident management company) to go through exactly the same process to recover the excess?

    Sounds insane to me

It's how most companies work as the excess is an "Uninsured Loss" eg it's something not covered by the policy so most (Not all) companies don't recover it.

Generally the excess is recovered well in advance of the Insurance company recovering their outlay, unfortunately Albany are renowned for being very very very slow (Inept) hence the delay in the OP recovering their excess.

For anyone reading this, recovering just an excess is actually very simple, you just write a letter to the other Insurer (Noting the policy number and date of accident) stating something along the lines of "I hold your client fully responsible for the accident as they (Insert the reason eg hit me from the rear), I enclose the receipt for my policy excess (The garage give you this when you pay the excess) and request your payment for this within the next fourteen days".

If there is no dispute over the claim most Insurers will send you a cheque within a short period of receiving the letter. Obviously it's sensible to take a copy of the letter and excess receipt and to send the letter by recorded delivery
