I need to install a Gas supply to a flat - any advice?

I want to buy a 1st floor flat, but it doesn't have any Gas supply. I want the control of a Gas combi boiler and a Gas hob, so need to get a gas supply for a central heating company to install boiler etc.
I've been told that I can only ask UK Grid to do this and that they will charge a lot to do it. There is a Gas supply in the flat directly beneath mine, so I don't understand why it should be so expensive. Surely it's a case of installing a new meter adjacent to the ground floor flats. Secondly, I have been told that if I buy my Gas from "British Gas" then they will charge £90 to project manage the installation, but will then award me a cash back of up to £400 from the commencement of my contract with them.
Has anyone had any experience of this and can share their knowledge so that I can do this more economically and painlessly than I'm afraid it might be. Alternatively, has anyone installed electric radiators in a flat? I don't want storage heaters and am worried how expensive the water immersion tank heating will cost.
