Internet Explorer not Opening Properly with Tallk Talk Broadband

A friend is still using Windows 98. She has just installed Talk Talk broadband and now when she first conects IE tries to open her home page (Google) and then freezes. After Ctrl-Alt-Del, IE then loads fine the second time. Everthing is then OK until the next time she turns the computer on. Can anybody suggest any solutions to this?
