    Wonder what the discussions were like at Roadchef......

    Man with idea "We are going to pay a company to monitor and enforce parking restrictions"
    Doubting Thomas "How will that work?"
    MWI "We will install CCTV and use number plate recognition technology and if people overstay an arbitrary amount of time, say 2 hours, then we will get our new enforcers to send out invoices"
    DT "But people don't have to pay these invoices do they?"
    MWI "Er...."
    DT " So we will be paying a company to send out letters to people, which they can ignore." How does this benefit Roadchef?"

    If Watchdog wanted to perform a real public service then they would get one of their "researchers" to apply to work for one of the many PPC's. I'm sure what would be highly revealing footage would get Vince Cable going and who knows Teresa May might even get fired up too. It would be interesting to see how Patrick Troy from the BPA would react given the sort of comment he has made on this forum in the past.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    It is very relevant.
    You stated as a fact that "Roadchef have appointed them as their agents to control parking on this site."
    The only way you could know that agency rights had been given is by visiblity of the contract.
    Either you have visibility or your statement was a false averment with no basis.
    Which is it ?

    You need to distinguish between "agency rights" and "permission".
    Permission to do what and with what legal force if any.

    The question remains unanswered, do you have visibility of the contract ?
