is there a programme available which would allow me to upload my favourite song and then clip a part of it to set as my caller ringtone?
if such a thing does exist, thats great although i would prefer a free to download version if possible please!

People usually use an audio editor such as Audacity to clip the section from an mp3 file.

Audacity is fine, but MP3directcut is a great little program that'll do it for you. Tiny program and easy to use.
Edit - Beaten to it.
