It may be the case that your parents subscribed to BT's lowest package available at the time, justifying the low speed. They may offer you a free upgrade in terms of speed, but might lock you into a long contract (which is fine if you are planning to stay with them, but see what other providers offer before signing up).

Id definitely be looking at viruses at this point. Possibly also a router issue (Omit nasties first)

Download MALWAREBYTES (Make sure you click 'DOWNLOAD LATEST VERSION')
    http://www.filehippo.com/download_malwarebytes_anti_malware/
Open malwarebytes and goto UPDATE and click 'check for updates'. After its updated goto SCANNER and click PERFORM FULL SCAN then click SCAN
Post the COMPLETE log here AFTER youve deleted everything it finds

    reboot
Download HIJACK THIS (Make sure you click 'DOWNLOAD LATEST VERSION')
    http://www.filehippo.com/download_hijackthis/
Click MAIN MENU then DO A SYSTEM SCAN AND SAVE A LOGFILE(Takes seconds) then post the log so we can see whats running
(do NOT do anything else with Hijack but scan and post the FULL log)

Id also be looking at the original results

Run SPEEDTEST as a backup (Just to make sure the results are the same)

    http://www.speedtest.net/

Id also log into the router and make sure no one else is using your connection (Your router has security switched on yes?)

Retest your speed when plugged into the BT test socket behind the master socket faceplate. Use an ethernet connection, not wireless for this. This isolates your internal wiring. If the speed improves, then sort out the extension wiring yoursel, as that's not a BT issue.
BT will ask you to do this test anyway before they get Openreach involved, so you might as well do it now.
Have you got known good ADSL filters on all active extensions?
Sounds like your entire 'internet experience' must be incredibly slow, it can't just be iPlayer etc that it's noticeable on?
