Whether or not it's 'pathetic' (in your eyes), it's obviously something that is part of the law and attracts the fine if not adhered to.
Sorry, but 'forgetting' to pay a fine after you've been stopped by the police just doesn't wash with me - more like ignoring the letters and hoping it would go away.
