Wandering cats

Just a little bit of a rant.. if anyone has any ideas about what else I can do then please share..
Basically I have had problems with one of my cats wandering for a year and a half now. He mainly goes to one person's house and they switch between saying what a nice cat he is and saying that he's scaring their own cat. I have told them to spray him with water.. he says that he tried that and soaked him once but he didn't learn and it isn't fair to the cat to get him wet. He says that my cat sits on their porch and waits to get in their house and that they have to keep him in their house to let their own cat go outside which I find pretty inappropriate tbh.
Today the man brought my cat back to my house and was laying into me quite a bit, saying that he is down there all of the time and that really he would be happier if I rehomed him to an old lady where he could be an only inside cat because apparently this man thinks that my cat hates being outside. He also says that everyone thinks that the cat is basically theirs. What annoyed me the MOST was that he mentioned that they had let him in on Christmas day and that he had been lying under their tree! This was while I was outside calling him, worried that he was out in the cold.
Now I know the cat doesn't hate being outside because I tried to keep him indoors for weeks last year in an attempt to get him focussing on here as 'home' again and while he wasn't raging he was so bored. Secondly he is actually very happy while he is here, he's not too keen on one of the other cats but the rest of it he is fine with and I do not believe that there is anything here that is driving him away.
It seems like some people have been feeding him elsewhere and that is what has got him into this pattern. I think that the people he goes to have been inconsistent in their approach, giving him attention and so on and maybe trying to drive him away sometimes but not consistently enough to give him the message. I don't know what I can do from my end. I can't keep him as an indoor cat because he loves being outside. I don't have any of these problems with the others and I am running out of ideas.. really the problem seems to lie in the attitude of these other people and I don't know how to get around that one!
Argh, sorry if none of that made sense, I just needed to have a little stomp so that I can be polite when I am actually talking to them :mad:

Its there fault for letting him in there house TBH
Simple if they lock your cat out and don't feed him then he'll soon get bored and find someone else to harass all cats do this. If they find someone daft enough to feed them give em somewhere warm to sleep they'll come back.
Do you have a cat btw might stop him trying to other comfortable places to sleep.
I really don't agree with keeping cat indoors so no you shouldn't keep him in just cos one of neighbour is thick enough to encourage him.0
