Landlords cant do that, even if the rental agreement says that the tenant is responsible for the upkeep and maintenance of the gardens.
If they try it on, then a visit to the CAB should get it sorted.

There are many reasons why a lawn won't grow, the most common are:
too much shade, too dry, too wet, dogs, poor soil preparation.

If it looked lovely when your friend moved in then the LL will have just had new turf laid on old soil, I've seen landlords do this sort of thing many times, with all the skills in the world it could have been destined to fail as a good long term lawn from the start.

Is it an open sunny site? are there any trees nearby? can you post a pic?

its actually really shady and there is a massive conifer surrounding the whole garden the soil was raked over before the seeds were put down, ive told her to make sure the soil is damp and well see what happens.

The grass wasnt perfect not any way near but thats what they are saying anyways

Thanks so much for your responses.

The shade wont help, I have a south facing lawn but a small bush grows near by and I have to reseed a small area near it every year and I also feed lawn

You can get grass seed that doesn't mind some shade
