Does anyone know of a bank which will let you have a debit card (even if it just a visa electron!) and will let you apply online?

Out of curiosity, why do you want to restrict yourself to applying accounts online?
Natwest/RBS allows you to apply online, but I think they credit check you. If your credit history isn't bad, you will havea chance of being accepted. Try it out.0
