Funding question on behalf of someone

Somoene i know asked me to post this on here. They are nothern irish and had been attending university in scotland and had recieved 2 years of funding there (2008/09, 2009/10).
This person is now changing to another course in London, starting the first year of three. They have no contact with the father and the mother is on income support and disability allowance.
They have been told that the SLC will only provide a maximum of five years of funding in total, and as they have now used two of the five, they will get a reduced payment for the first year of the new course followed by full payments for the other two years.
Is this correct?

The English system works like this:
Number of Course Years + 1 - Any course years already done
e.g. a 4 year course after doing 1 year and dropping out:
4 + 1 - 1 = 4 years of funding.
I assume the Irish system is somewhat similar, so as they have taken 2 years they have to find the money for one year, which will be the first.
But I don't know for certain.0 -

Thats perfect i think that is how it has been worked out alright.
Seems crazy that they wont get funding for being in London for one year, i dunno how they will afford rent etc.0 -
Seems perfectly fair. Maintenance loan only.
This is why students need to step back and think what they want to do, rather than wasting their lives.0
