The only thing which is illigal is to distibute the firmware as that is owned by Sony. Most sites which provide the info on how to downgrade will tell you you need to find someone with firmware 1.5 so you can copy it from their psp to then flash to yours (using the appropriate downloader)
You will also need a copy of GTA (grand theft Auto) early version as well to do the downgrade as the newer version has had the bug fixed.
People with with TA-082 psp's cannot do this, open the UMD draw and if you look into it you can see the top of the circuit board (right side?) if you can read text its the newer ones which cannot be downgraded atm.
Good price for the refurd by the way, shame I've already got one.
Forgot to add....my own firmware 2.6 psp was downgraded recently to 1.5 with the loader to emulate the newer (up to 2.71) firmware so I can play all the current UMD games.Welcome, rogerramjet.

As already mentioned "all psp's can be upgraded" however; a original non upgraded PSP sells for more than new ones because of the fact they are the original 1.5 firmware. Just search ebay psp with 1.5 firmwareWelcome, rogerramjet.

Upgrades also also contained in some PSP games and you can only play the game once the update is done0

But if you use devhook it can be used to choose an emulation of the newer firmware to which then alows you to run the games
