TERRIBLE 'security'/maintainance problems in rented apartment? :(

Oh I am FUMING with anger this morning.
Basically I live on a 5th floor 'luxury' apartment overlooking the city. The apartment itself is lovely, but the security are shockingly bad.
There are 2 entrances/exits to the complex- the main exit to the ringroad, or a pedestrian exit onto the canal footpath which many residents (me and OH included) use to get into the city and to work.
There have been quite a few complaints about the state of the canal footpath because in hot weather children (and drunk adults) use it as a 'changing and toilet area' meaning there are filthy underwear scattered on the steps, and it often smells of urine (hardly luxury is it!?) they have also smashed all the lights up the steps and even started to remove the steps themselves!
So me and the OH get up to go to work this morning and …the gate is locked. No explanation to any residents, we all had to walk round the ringroad (adding 10-15 mins to our journey) and security are not answering the phone. This is not what we meant by keeping the area nice - just locking it and sod the residents! Our letting agents don't want to know and the property developers do not answer calls or emails.
This is not the first time we've been left in an impossible situation - last week our lobby flooded leaving us wading through rainwater to get in the building. Security said? 'We don't have the right kind of tools, it'll be a few days before we do'. It evaporated before they did! (But it floods every time it rains). They sit in their little building, smoke pot and leave the car park open meaning strangers have access to all 410 front doors in the complex (NOT secure!)

At least youre renting - why not move out? I assume youre paying through the nose, so why put up with it.0
