General Ebay question?

If you have a NPB who doesn't respond to a dispute, he/she is unable to leave feedback (I think that is correct?)
If you have a NPS who also doesn't respond to the dispute, are they able to leave feedback for you?

Reason I'm asking is that 10 days ago I bid and won a shower tray for a silly amount:1p :D I was the only bidder and I think that the seller was expecting more money for it as it was BNIP. Item was collection only with cash on collection.
Anyhoo, after several emails and phoning with no reply I was considering putting a NPS dispute against him. Obviously I can't force him to sell it, but he has wasted my time when I could have bought another tray by now (and we were going to fit it in our coach - Nessie- this weekend)


On a lighter note: I LOVE EBAY!! Apart from a few slip ups we've managed to buy a decent carpet and a log burning stove to put in Nessie for £4 together!! :j

  • If the seller doesn't respond to the NPS dispute I don't think it prevents them from leaving feedback like the unpaid item dispute.
