Tesco refund still not received - advice please

Hi, I need some advice on how to word my complaint to Tesco's please!
I ordered my weekly shopping online from Tesco on 24th April, for delivery on 25th April. We were out for the delivery, so I reorganised the delivery for the 26th April. I then checked my bank balance and saw they had debited my account twice. I don't have a problem with this although I was not informed until after the event and it clearly states on their website that they will re-deliver subject to another delivery charge, not that they will debit my account twice.
I called them on 27th April, was told yes they had taken the money twice and they would refund me the same day, back in my account in 3-5 days. I called last week, got the same answer. I called yesterday and was told that the previous person I talked to had got it wrong and not sent my card details through, hence the delay. I called half an hour ago on call number 4, was interrupted in my explanation that I was incorrect, and that ultimately, he can't check to see if the refund has been made after 6pm and to call back for the 5th time tomorrow morning!!!!!
I told him I was going to complain, he was pleasant but unable to help and advised me that CS close at 8pm so I may get my response tomorrow. Can someone please help me with what to say and who to say it to!

I suspect you will find the refund's in your acct tomorrow and was delayed because of the bank holiday.:heartsmil When you find people who not only tolerate your quirks but celebrate them with glad cries of "Me too!" be sure to cherish them. Because these weirdos are your true family.0

But we are talking 7 working days? Even their reps say an absolute max of 5 days. Do you think I am over reacting?0

According to their website, cust serv is open until 11pm:
Tesco direct0845 600 4411*Monday to Friday - 8am to 11pm
Saturday - 8am to 8pm
