Parents Learning Allowance (wales)-calculation??

hi,
I'm starting a degree in sept - have a hubbie and three kids and have just rec'd my funding letter confirming I'll get the full welsh assembley grant and max loan etc but having just called my LA i've been told i won't be entitled to any PLA grant as oh earns too much - he earns £16200 pa and I won't be earning at all this year. Does anyone know what the threshold is for the PLA as I can't seem to find any info.
We do get tax credits so i'm wondering if this means the total income is too much???
