Boarded garage

Do you need council permission to make a garage useable? Looking to buy a house, but the owner has boarded the garage and the access is blocked by fences. Currently it isonly good for a storage. I am not sure whether that will cause any problem if you remove the fences as anybody could gain entry in the back garden through a small gate. Thanks
