Paid for new / unsealed blu ray, received 'for rental only' and used

Sorry if the details are a bit sketchy, but parents bought me a blu ray from ebay (won't list the seller yet as they're trying to resolve) that was apparently 'new and sealed' from a UK seller (with a company sounding name). What they received was not sealed, scratched and had the words 'For rental only' on it.
To me it sounds like they've bought a load of ex rentals from block buster, and some bedroom business wannabee is trying his luck on ebay. My mum paid by card, presumably over paypal merchant (and its a visa debit card).
I know she could do a paypal not as described etc, however she would still have to pay postage back, and the seller would still be able to carry on misselling items to future buyers who may not be so clued up. Failing that, I've suggested she do a chargeback as she hasn't received a brand new blu ray (wasn't signed for)
Whats the best way forward? I've been out of the ebay game for a while, so things have probably changed re. the complaints route.
I've suggested contacting the seller first, asking for a full refund, and that they refund the postage back. If they refuse, then obv go thorugh the dispute center.
What I don't want is for my parents to be out of pocket, even if its just for postage, when its obv that they're at fault.
Another thing, I've found their 'company' website, and there are no contact details, and no phone number, which I believe is illegal for a trading company and imo a red light for a scam.
Is it worth contact trading standards and taking this further? What do you regulars suggest?
edit - their feedback is 74 items sold with 100%, however they haven't sold anything recently and have no current items. Where would it say if they're a business?

Item Not As Described would be only 'honest' route for you to go down. You should not have to pay return postage if this seller is registered as a business on Ebay [i think].0

Had a look on their profile and makes no mention of being a business, plus they haven't received feedback for 12 months. Thing is, I don't really want them to send the item back as I don't think its right that they should be selling pre used rental DVDs as new unsealed in the hope they get away. Haven't had chance to examine it yet though.0

Did the listing definately say sealed or just new? The thing with rental DVDs/BRs is they have overstocks which never go out to shops and they aren't normally sealed and usually have scuffy cases (although not scuffy discs obviously) but they are technically new. Choices for example sell an awful lot of these types as brand new and never mention they are meant for rental either.
