Deductions from benefit

I received a letter from the DWP in march to say they were no longer taking deductions from my benefit for council tax arrears as i was no longer receiving benefits as I'm disabled i contacted them to be told it was (computer error) it should have stated i had in-fact cleared arrears and deductions should have stopped 7months ago. on contacting local council the person i spoke to informed me i still had one outstanding account and they would just put the overpayment to that. on asking should i not have been at least informed of the mistake that went on for 7months he just laughed.I explained that i had struggled to pay for heating in the winter and that extra money would have helped.He refused to pay it back and told me i,d be wasting my time even contacting anyone IE citizens advice. any help is this legal
