laptop wont start up.

Options
During the night we had a power cut. This morning I tried to turn on my laptop and it won't start. The cooling fans run for a moment before it begins to boot up, but then it turns off. Can any body help me ?

Are you saying it was left on overnight and shut down due to the power cut? If not there is no connection.

provided you have left it on charging for a while also i would suggest leaving it plugged in whilst trying to fire up. had a lappy at work where battery was dead as a door nail but lappy worked fine with lead plugged in took them 3 weeks to buy replacement lazy gits. anyway if does nothing look below

can you get into the bios at all?
and check that it sees the hard drive first (if you can see it) then check power management settings and then boot order, but if can't get into the bios i'm reckoning either mb shot or may need to reflash bios chip as a possiabilty.

I turned the laptop off when I finished last night. The power lead was left connected. This morning it won't get past the cooling fans starting for a moment. It doesn't begin booting up. So I can't get to the bios settings or anything......

bios settings are part of the machine and not the os you only boot into the os from the harddrive if the bios is not showing up is one of two things.
    1.motherboard is shot
2.you maybe able to fix by reflashing the bios chip itself on the motherboard provided you have the file to do so from the manufacturer of your lappy.

on my lappy access the bios by pressing f12 when switching on after startup screen but got to be quick

That is the usual result of asking PCW for technical assistance I'm afraid. The very last place you should go.
