You're going to need an electrician to take a look then.
If it's a problem with your supplier's economy 7 timeswitch/changover switch then it's their responsibility so you'll just have to pay the sparky for his time. If it is your immersion thermostat that needs resetting or replacing it shouldn't cost a great deal, probably less than £50 including the sparky's labour.
If you have a fault with an economy 7 immersion heater timer or your immersion heater needs replacing then you're looking at paying out quite a bit more, perhaps in the region of £100 - £150 altogether.
Regarding hot water in the meantime, do you have a secondary immersion heater? It's quite common for householders on econ 7 to have two - a bottom-mounted one for off-peak and a top mounted one for daytime boost.0
