advice on shared ownership ?

in House buying, renting & selling
Im looking to purchase a flat on 50/50 shared ownership but the council will not tell me or estate agent what the rent is. The vendor does not seemed to have completed the hip correctly and agents are saying they have not received requested details. Yet apparently the flat is sold subject to contract? But who would buy a flat not knowing the rental amount to be paid unless their loaded. As the morgage company want to know what it is:( I need to know

    Its owned by the council its an older property and the vendor who bought 50% before is selling his share. does that help ?
